Even though the nature itself has the power of self-purification, there are some factors, usually people, which prevent it to do so. Different waste material from factories, disposal facilities and other industrial plants pollute rivers and other waters which means that the concentration of dangerous substances exceeds the standards which still allow the biological self-purification and therefore enable the creation of waste waters.
